掠奪性期刊

隨著各種開放取用期刊(Open Access Journal, OAJ)的發展,逐漸出現假冒OAJ名義的學術詐欺出版者與出版品。這些被稱為「掠奪性期刊」的出版品,通常宣稱自己具備較高的期刊品質指標數值赫赫有名的編輯團隊等,標榜具備快速出版的同儕審閱(peer review)制度向研究者收取文章處理費用(Article Processing Charges, APC)後,卻不提供相關的出版服務。導致這些投稿到掠奪性期刊的學術作品往往石沉大海

學術領域有不能「一稿兩投」的潛在規定,在沒有收到「拒絕刊登(reject)」的判決結果前,研究者們若改投其他學術期刊,有可能受到學術期刊一段時間內禁止投稿的處罰。換言之,這些投稿到掠奪性期刊的研究者,除了損失被詐欺的APC費用之外,也必須面臨心血結晶無法投稿與發表的窘境。對有研究發表壓力的研究者而言,這些心血結晶是半年,甚至好幾年的努力成果,無法成功發表是一大傷害;對學術環境而言,喪失任何一篇學者研究成果都是極大的傷害。

Predatory Journal

With the development of various Open Access Journals (OAJ), a growing trend of academic fraud publishers and publications operating under the guise of OAJ has emerged. These are commonly referred to as 'predatory journals'. They often claim high journal quality metrics and famous editorial teams, a rapid peer review publishing system, etc. These journals ask authors  to pay Article Processing Charges (APC) but do not provide the promised publishing services. Consequently, academic works submitted to predatory journals often go unnoticed.

In academia, there's a rule against "double submission", where researchers could face penalties for submitting to other journals before receiving a "rejection" decision. This means researchers who submit to predatory journals not only lose APC fees they paid, but also find themselves unable to submit or publish their hard work. For researchers under the pressure of publishing, these endeavors represent months or even years of effort, and failing to publish is a significant setback. Such losses harm both individual researchers and the academic community at large.

掠奪性期刊的特徵

目前對於掠奪性期刊的定義和判斷標準尚未有一致的共識,但一般認為掠奪性期刊有以下特徵:

  1. 過度廣泛的收錄範圍
  2. 期刊或網站中有文法或拼字錯誤
  3. 強調期刊具備高影響係數或指標
  4. 要求作者以Email投稿
  5. 缺乏清楚的文稿處理過程敘述說明
  6. 保證可以快速出版
  7. 錯誤使用著作權聲明
  8. 收取較低廉的文章處理費用(Article Processing Charge, APC)

The Characteristics of Predatory Journals

There is no consensus on the definition or criteria of predatory journals. In general, however, some characteristics would be mentioned:

  1. Topical scope too broad
  2. Wrong grammer or spelling
  3. Emphasizing journals with high impact factors or metrics
  4. Requesting authors to submit via email
  5. Lack of clear explanation of manuscripts progress
  6. Rapid publish promised
  7. Wrong statements to copyright
  8. Lower Article Processing Charge (APC) fees
